Remember, actions don't appear on many agendas. Normally, everyone leaves the meeting with a vague sense of something having been agreed, but that's not enough. You have to be definitive. You have to get used to being definitive with what you are going to do!
You might feel, on reading this, that taking this Action should be part of the process rather than a Step in itself. But for many, that's easier said than done. Taking an Action means making a commitment, it means sticking your neck out, leaving the comfort zone. You may need chocolate.
